Specifications include, but are not limited to: Ada County Highway District (ACHD) is seeking consultant services for a concept design of Eckert Bridge, Ridenbaugh Canal Bridge, and New York Canal Bridge in Boise, Idaho. The initial scope of this Request for Qualification is focused on 30% concept design. The selected consultant may continue to be involved in the project and carry it through the final design phase. The concept design should evaluate the replacement of the existing bridges with a new facility that can accommodate up to two travel lanes. Additionally, the new facility should provide a level 1 or 2 level of traffic stress for bike facilities and ensure a connection to the greenbelt. The project will also include the intersection of Eckert/ Millbrook Way and Eckert/Boise Ave. Alternatives will need to examine the following: 1. Evaluation of alternative ways to cross the New York Canal, Ridenbaugh Canal, and Boise River. 2. Conducting topographical and land surveys, performing geotechnical investigations, conducting traffic analysis and engineering at the intersection of Boise Ave. & Eckert Rd., designing roads for entering and exiting Barber Park, and carrying out environmental evaluations. 3. Recommend innovative solutions to constructing this bridge and managing road closures and traffic management that may arise from this project. 4. Perform a traffic analysis to determine the functionality of each proposed alternative in the relation to the surrounding transportation network, linked with transit implications and bike and pedestrian level of stress. 5. Connection to adjacent Greenbelt facilities on both the East & West leg, North and South sides. 6. Reduces the number of structure spans & river impacts. 7. The consultant will be expected to engage with the public and incorporate their input through the whole process. 8. Furthermore, the consultant must identify any right-of-way impacts that may arise from the project.
