Specifications include, but are not limited to: Contractor staff are not permitted to carry lethal weapons (e.g., guns, tasers) at the AC. However, staff are required to be licensed to carry them (see section D.2, “Contractor Staffing/Personnel Requirements”, items h through j). Permitted tools are outlined in section D.4, “Uniforms and Equipment”, item d. Contractor must respond to emergency service requests for assistance immediately, and be prepared to intervene if a client is physically attacking another client or staff, and to create space and safety for the client or staff personnel. This may include physical separation. Contractor must also call 911 when needed. Contractor must coordinate with WCC around any Absent Without Leave (AWOL) youth and advise WCC and County staff should a minor return to the AC following an AWOL situation. In case of an emergency or unusual event, all Contractor employees must follow the direction of the Alameda County Social Services Assistant Agency Director, Agency Division Director, or Program Manager. Contractor must have an Armed Guard policy and procedures manual, and must submit a copy to the County within fourteen (14) days of the contract start date. Contractor Staffing/Personnel Requirements Contractor must fully staff and assign qualified personnel to County sites in an organized and efficient manner on the contract start date. Prior to the contract start date, Contractor must have a pool of assignable Armed Security Guards that must include, at minimum, twelve (12) Armed Security Guards, supervisory staff, and, as necessary, back-up guards to the AC. In addition to the twelve individual guards described above, Contractor must designate, train, and maintain, an additional four (4) to six (6) individual Armed Security Guards that can be assigned as back-up and/or replacement personnel. Contractor must also maintain and have up to three (3) senior-level Supervisors on duty, with one (1) Supervisor per shift, Monday through Sunday, 24 hours a day, seven days a week, that can be dispatched to the AC within one (1) hour’s notice in the event a post becomes open and/or a replacement officer is needed.
