Specifications include, but are not limited to: The Contractor shall videotape gavel-to-gavel coverage of only regular monthly board meetings of the Neighborhood Boards or special meetings approved by the NCO. Without prior written approval from the Officer-in-Charge, payment is not authorized for videotaping any board or commission meetings which are not regular monthly board or commission meetings. Video taken in the absence of a quorum shall be edited out of the final product unless the board or commission is receiving public input or discussing public input or if the board or commission is conducting a candidate forum. If the board or commission takes a recess, that portion shall likewise be edited out of the final product. Camera(s) shall pan to speakers; including speakers participating via a web-based program such as Webex, Zoom or Microsoft Teams. The Contractor shall remain attentive during the meeting in order to accomplish these objectives. If the Contractor has to leave the meeting for any length of time prior to the meeting adjourning, the Contractor must inform the meeting’s presiding officer. The total time allocated for the videotaping services is three hours per meeting. The bid price submitted shall include all travel time to and from the scheduled meeting, set-up and take-down to provide gavel-to-gavel coverage. Contractor shall note that some meetings may not reach the total time allocated of three hours, however, Contractor is required to provide gavel-to-gavel coverage. See Item E below for requests for overtime procedure.
