Specifications include, but are not limited to: The Consultant may provide assistance on existing and potential future environmental policy compliance with Federal, State and local stormwater, land use and natural resource regulations. Specifically, Consultant may provide assistance and expertise related to compliance with the Clean Water Act, National Pollution Discharge Elimination System (NPDES), Total Maximum Daily Load (TMDL) regulations, Endangered Species Act, (specifically Limit 10 and National Flood Insurance Program (NFIP)) and Oregon Department of Fish and Wildlife fish passage rules. The County views its relationship with consultants as a partnership to assist the County in permit preparation, regulatory compliance, and County program activity evaluation. The consultant is expected to participate with the County in resolving regulatory issues with the various regulatory agencies. Washington County Department of Land Use and Transportation (LUT) is responsible for land development activities and roadside storm water management in approximately 727 square miles of unincorporated urban and rural areas of Washington County. LUT is also coimplementers with Clean Water Services (CWS) for NPDES permit activities on County roads within the unincorporated areas. The services will involve data gathering on LUT activities and operations that may affect water quality and endangered species. LUT divisions to be assessed include Land Development, Building Services, Operations & Maintenance, Capital Project Services, and Engineering, Traffic and Survey. Other County departments with activities that could affect water quality issues include Support Services/Facilities Management for NPDES reporting at 1200Z permitted facilities, and Health and Human Services for TMDL reporting on septic system compliance.
