Specifications include, but are not limited to: The purpose of this RFP is to support selection of a Provider that will be responsible formanaging and providing all the following services as directed by the Commission:(a) Provide statewide reading of local newspapers to persons who register for the servicethat cannot read regular newsprint, while not refusing service to any person who iseligible and is reasonably cooperating with the provider.(b) Provide user access and usability to local newspapers and periodicals similar to theaccess and usability sighted users have when sighted users visually read thenewspapers through a software program that accepts electronic text provided by localnewspapers through a software program available 24 hours a day and 7 days a weekwith 99% uptime.(c)Provide text to speech conversion or recordings from participating newspapers andperiodicals to registered users, complete with adjustable settings for speaking rates,help functionality, search functionality, or spelling command.
