Specifications include, but are not limited to: The Department is looking for the Responder to propose appropriate evaluation methods to perform the independent review within a workplan that at a minimum incorporates the following scope of work and deliverables to answer the primary questions and address identified considerations outlined in this RFP within the anticipated contract term. The selected Responder will incorporate the following scope of work tasks as a minimum within the workplan: 1. Bring expertise about the Minnesota market, Minnesota state energy policies (particularly ECO state policy and implementation), MN ETA goals, objectives and efforts, considering Minnesota utility perspectives, by reading background material, interviewing key persons, and participating in MN ETA committee meetings. Key documents include, but are not limited to: 1.1 Minnesota Statutes 216B.24011 , 216B.24022 , 216B.24033 , and 216B.2414 1.2 Documents in Docket No. E,G999/CIP-21-548, particularly the July 1, 2022, Department Decision 5 1.3 The grant contract agreement with CEE and other pertinent documentation (Pertinent documentation associated with this project will be available to the successful responder.) 1.4 Written documentation from MN ETA program implementation available to date and developed in the future such as documents, reports, notes, studies, analyses, specifications, designs, drawings, calculations, data bases, computer programs, tapes, disks, photographs, negatives, or any other materials, whether in tangible or electronic forms, related to the MN ETA program.
