Specifications include, but are not limited to: Phase 1: Project Start-Up The Consultant will: 1. Conduct preliminary administrative tasks including, but not limited to: a. Review the current South Arizona Avenue Corridor Area Plan and Design Guidelines, Adaptive Reuse Overlay District Ordinance, and other background materials b. Meet with City staff to discuss issues such as the project goals, opportunities, information needs, roles and responsibilities, expectations, and logistical issues c. Gather base GIS data, maps and other technical information needed from staff 2. Prepare a Public Participation Plan to be reviewed and approved by staff. The Public Participation Plan is expected to include a variety of strategies and tactics for encouraging public participation including but not limited to visioning workshops, character area workshops, stakeholder meetings, educational presentations to inform the community and decision makers on latest trends and topics related to land use, transportation, environment, and the economy. The consultant will attend civic organization meetings, conduct surveys, attend public hearings with the City Council and Planning Commission, and will employ the use of a website and social media. The Public Participation Plan must include a general timeline for the implementation of the Public Participation Plan and other tasks identified in this scope of work. Phase 2: Gathering Input The Consultant will: 1. Develop a vision statement with input from staff based on input received from the public that articulates the community’s current impressions and goals. 2. Employ the use of electronic media to notify the public of upcoming events, solicit public input through online surveys, social media and other interactive electronic communication opportunities. Given the importance of and public expectation for electronic communication, the City’s social media, and website should be supplemented by other electronic tools such as an online survey and blog to be provided by the Consultant. 3. Prepare an informational brochure with FAQs about the Area Plan update to be distributed at all area plan public meetings. 4. Conduct visioning workshops, stakeholder meetings and other public meetings as identified in the Public Participation Plan in such a manner that encourages interaction and public input. 5. Produce meeting minutes for all workshops, stakeholder meetings and other public meetings. 6. Summarize comments received from meetings, workshops, and electronic communication and present to staff.
