Specifications include, but are not limited to: TASK #1: PROJECT PLANS Contractor shall review DOL Infrastructure grants applicability, review existing surface transportation related pipeline programs within ODOT, provide feedback on where we can expand existing programs and where we shall develop new talent pipelines intended for surface transportation related careers, and execute proposed phase 1 504(e) Project plans including: Change Network Plan Scope Development Establish Project Charter Communication Plan Stakeholder Engagement Plan Contractor shall develop first draft of new 504(e) Project plans for phase 1 including: Project Implementation Plan, including approach for delivery of requirements, deliverables, timeframes, etc. Actionable stakeholder management plans including: Resistance Management Change Network Plan Communication RACI (Responsible, Accountable, Consulted, and Informed) Sponsor Roadmap Stakeholder Engagement Plan Contractor shall: Prepare and maintain and Project Schedule - Include all tasks required to accomplish phase 1 504(e) Project Implementation Plan, and methods to promote flexibility for accommodating requested changes. 504(e) Project Schedule will be subject to approval by Agency. Develop measures and metrics. Task 1 Deliverables may include, but are not limited to: RECOMMENDATIONS ON CHANGES TO CURRENT PHASE 1 504(E) PROJECT PLANS. Draft phase 1 504(e) Project Implementation Plan, 504(e) Project Schedule and actionable stakeholder management plans Establish measures and metrics TASK #2: STAKEHOLDER ENGAGEMENT AND EXPECTATION MANAGEMENT Contractor shall: Review and update the current stakeholder impact analysis as a starting point for determining current culture and level of change needed. Contractor shall measure the level of engagement of stakeholders. Perform and facilitate stakeholder outreach activities and facilitate workshops. Complete stakeholder assessment and feedback, and prepare SWOT (strengths, weaknesses, opportunities, and threats) analysis and action plan. Task 2 Deliverables may include, but are not limited to: Stakeholder impact analysis report Monthly Reporting Stakeholder outreach activities and facilitated workshops Documented stakeholder assessment and feedback, SWOT analysis and action plan TASK #3: CHANGE NETWORK Contractor shall: Implement a Change Network Plan, which may include but is not limited to facilitating meetings, creating communications for dissemination, and providing information and support to Change Agents and Change Leaders. Task 3 Deliverables may include, but not limited to: Implementation of Change Network Plan Facilitate Change Agent Kickoff Meeting for phase 1 Create communications for Change Agents to disseminate Provide guidance and direction to support Change Agents and Change Leaders Facilitate weekly meetings TASK #4: COMMUNICATION Contractor shall: Facilitate and continue to develop the internal and external Communication Plan (developed in Task 1) that focuses on change management. Implement the internal and external Communication Plan, collect and analyze feedback, execute changes, and design feedback loops with target audiences. Task 4 Deliverables may include, but not limited to: UPDATES TO INTERNAL AND EXTERNAL COMMUNICATION PLAN Implementation of the internal and external Communications Plan Internal and external surveys and results of analysis TASK #5: CHANGE IMPACT ANALYSIS Contractor shall: Analyze current change efforts (business processes, organizational structure, people, work streams, workflow, technology, etc.) and their impact on the Agency and employees (readiness for change and support needs). Assess change impacts on external stakeholders for effectiveness of outreach efforts and readiness. Collaborate with Project staff to create Leadership Development Plans that improve change management capabilities at all management levels. Task 5 Deliverables may include, but are not limited to: Analysis results of current change efforts and recommendations for improvement
