Specifications include, but are not limited to: OED will partner with Recipients to engage in activities that include outreach, training, education, and general assistance completing applications for unemployment benefits. The UI Navigator Grant will enable OED to improve timely delivery of benefits to all workers, with emphasis on those who have been historically underserved, marginalized, and adversely affected by poverty and inequality. This includes women; racial and ethnic minorities, including Blacks, Hispanics, American Indian and Native Americans, Asian Americans, Native Hawaiians, Pacific Islanders and Indigenous persons; low-wage workers; individuals with disabilities; members of religious minorities; LGTBQIA2S+ individuals; individuals with limited English proficiency; formerly incarcerated individuals; and individuals living in rural areas. Recipients will help state UI agencies and the Department of Labor better reach all available workers by regularly reporting on the barriers to UI access Recipients observe among these underserved populations.
