Specifications include, but are not limited to: GAATN owns and operates underground facilities in certain areas of the state of Texas, and GAATN desires the successful Proposer(s), who will become Underground Locate Contractor(s) (ULC(s)), to provide the labor and equipment necessary to operate one a 24–hour, seven-days-a- week schedule for certain services relative to locating and marking GAATN's underground facilities in certain areas where GAATN Network facilities are underground. The following describes the service and performance requirements that the ULC will be required to perform. Failure to address or to fully describe capabilities to accomplish all elements of this section will result in a loss of evaluation points. The Underground Locate Contractor (ULC) agrees to perform locating services, using a consistent marking standard which consists of: (1) Marking all buried GAATN cable every ten feet with a non- permanent biodegradable orange paint; and (2) Including a buffer zone of 24" on either side of the marked path of the GAATN cable; buffer zones will be designated with orange paint dots approximately 5 feet apart on either side of the line markings over the cable. This is to provide evidence that GAATN facilities in the area have been located as well as to provide notice to third parties that the facilities are present. The locate services for GAATN of its underground facilities will be conducted within Austin, Texas, and surrounding areas, including any other areas or counties in which there are GAATN facilities or that the parties may otherwise agree to; and such services are to be performed according to the terms and conditions contained in this RFP and any resulting contract. ULC shall perform locates on all GAATN facilities whether located in the right-of-way, within an easement, or behind the property line (typically feeding a structure associated with a particular GAATN Participant). ULC agrees to receive transmittals directly from the One-Call Hotline for the dispatching of requests. No additional costs for this receiving service will be charged to GAATN.
