Identify assumptions and potential barriers to implementing earthquake response plans, including communications systems, interagency response, and fuel distribution systems. 3. Coordinate emergency response planning for earthquake response with regional partners, including emergency managers, law enforcement agencies, and public works agencies. Additionally, these goals will incorporate the following objectives throughout the entire planning and execution of the tabletop exercises: 1. Emergency response agencies will identify and coordinate, whenever possible, strategies to address vulnerable populations, including the houseless community, those with disabilities and functional needs, and traditionally underrepresented communities. 2. Emergency response agencies will identify where regional plans may support other agencies and workgroups to develop earthquake preparedness and resilience, including stranded workers, interoperability, and complementary skills that may be used during disaster situations.
