Specifications include, but are not limited to: 1.1. The scope of work included in this proposal includes concrete foundations and transformer grating as detailed in the following specification and drawings for the City of Springville West Fields Substation Foundation Construction. It includes all earthwork, backfill, compaction, reinforcement, subgrade work and material, concrete, curing, joints, sealing compound finishing, formwork, anchor bolts, conduit, handling of waste material and all other material and labor required for foundation construction. The intent of the specification and Contract Documents is for the Contractor to provide all materials specified, labor, and construction equipment necessary for the completion of the work described. 1.2. This specification includes all new foundations, including embedded conduit at West Fields Substation as shown in the drawing package. 1.3. Contractor is to provide complete and operable installation in spite of omission of specific reference to any minor component or part. 1.4. Report to Engineer as soon as detected any errors or ambiguities in specifications or drawings. The Engineer will answer questions and interpret the specification and drawings for intent. These interpretations shall be accepted as final. 1.5. Clarifications and interpretations shall be accepted until three (3) business days prior to the scheduled bid date. 1.6. Questions shall be directed to the Engineer directly unless BidSync or similar bid sharing programs are being used. In the event that bidding software or websites are being used all correspondence must be done through the software. 1.7. All owners’ interpretations shall be accepted as final. 1.8. If any exceptions are taken by the Contractor to any part of the specification or drawings the contractor must state clearly and simply in an itemized format which items are taken as exceptions and the reasoning. This list of exceptions must be included with the Bidder’s proposal as an attachment to the letter of transmittal. 1.9. If any materials are proposed to be substituted under the “Or-Equal Clause” the Bidder must provide an itemized list of materials to be substituted. 1.10. Site has deep soils susceptible to liquefaction, the site will have aggregate columns installed to improve the soils. The aggregate columns are by others and will be installed prior to mobilization. Contractor shall take care not to disturb the aggregate columns.
