Specifications include, but are not limited to: The selected investment advisor will: A. Recommend specific security investments based on the City’s investment goals, relative value analysis, and market opportunities for each portfolio and according to the objectives outlined in the City’s Investment Policy (Attachment 1) and acting in a fiduciary capacity. B. Execute trades of securities with Contractor’s approved broker dealer list and assist with placement of funds with qualified depositories following the bidding requirements set out in the City of Rio Rancho Investment Policy. C. Coordinate settlements, delivery, and availability of funds with City staff to assure safe transfer of funds and securities. Communicate settlement information to the City Treasurer or designee and other necessary parties. D. Assist staff in monitoring the credit quality of investments held by the City and financial institutions used as depositories. E. Work with City staff to perform cash flow analysis, including analyzing historic trends and known expenditure timelines for investment purposes. F. Provide written and oral economic and financial market research and commentary. G. Provide monthly statements for each portfolio containing (at a minimum) 1. A list of all securities held in the portfolio. 2. Investment activity 3. Earnings 4. Fair Market Value of each investment H. Provide quarterly investment reports, including economic and financial market commentary, interest rate outlook, description of investment strategies and any recommended changes to the strategy, investment holdings, and performance of the portfolios. In addition, quarterly reports must provide any information required by the City of Rio Rancho Investment Policy not specifically listed in this scope. I. Attend quarterly meetings of the City of Rio Rancho Investment Advisory Board. J. Maintain accurate reports of investments, including the diversity of investments and compliance with the City of Rio Rancho Investment Policy. K. Assist City staff with cash, investment, and banking projects, policies, and inquiries, as needed. L. Review annually, the City of Rio Rancho Investment Policy and recommending updates, modifications or any other changes deemed prudent and the best interest of the City. M. Serve as a general resource to the City Treasurer for information, advice and training regarding securities, investments and Treasury operations. N. Contractor shall designate by name a lead to be responsible for the work under this contract.
