Proposer must possess the skill and knowledge of wellinformed members of the industry, trade or profession. Proposer must apply that skill and knowledge with care and diligence to perform the services in a professional manner and in accordance with the highest standards prevalent in the Applicant’s industry, trade, or profession. In addition to negotiations over the tasks indicated in this RFP, the Department reserves the right to amend the resulting contract to include other activities reasonably related to the subject matter of the project or its preparation and presentation. It is envisioned that the Study would consist of at least the following elements: 1. Analysis of state and local administration, forms, process steps, business compliance and other elements of ORS 285C.050 – 285C.250 and ORS 285C.400 – 2886C.420 and OAR Chapter 123, divisions 668.674 and 690, as they pertain to businesses’ being allowed at the outset to (later) receive property tax abatements, including but not limited to clearly describing methods for how enterprise zone agreements are locally entertained, developed and approved (e.g., variant flow charts), but also to draw distinctions with other permitted or mandatory actions, such as the zone’s re /designation, urban zone’s establishing a policy for local conditions, or the business’s subsequent filings with county assessor/Department of Revenue (DOR) to initiate and maintain exemption on completed property, and to differentiate and accurately characterize local and state roles, responsibilities and authority. 2.
