Specifications include, but are not limited to: PCMC seeks proposals from qualified consultants to develop statistically significant methodology and an appropriate survey instrument to gauge citizen opinion regarding the use of e-bikes on public trails (paved and natural surface) owned or under the jurisdiction of PCMC and SBSRD. Currently, PCMC regulates e-bikes on paved pathways and natural surface trails consistent with Municipal Code 10-1-4.5. SBSRD does not have a code that addresses e-bikes specifically, but has disallowed them on natural surface, singletrack trails by use designation allowed under Summit County Code 7-5-4. Project deliverables will include but are not limited to: a. Survey Design and Questions i. The selected consultant will develop an objective survey methodology designed to gauge community opinion about e-bike use in Park City and the Snyderville Basin. This should include noticing, scheduling, meeting notes, reports, and related administrative tasks, as well as creating a website to capture additional input and provide updates and information. ii. Questions should capture demographics of the survey respondents. iii. The consultant is expected to develop the survey instrument. The survey and questions must be designed to ensure statistical validity and quantifiable results. iv. The consultant will be responsible for the distribution and collection of surveys. b. Survey Analytics and Report Once surveys have been completed, the consultant must compile and analyze the results and prepare a draft written report including all graphs, raw data analysis, and any additional information the consultant believes is beneficial to understanding the collected information. c. Meetings The consultant should expect to attend at least one (1) City Council and one (1) Summit County Council meeting to present findings.
