Specifications include, but are not limited to: 1. The Contractor shall ensure that, in addition to the training required by the Contractor’s DHS/OL License, the following training requirements are met: a. Non-clinical Direct Care Staff and clinical Direct Care Staff The Contractor shall ensure that each staff member is trained on the following topics prior to that staff member working with Persons: (1) Abuse and harassment prevention; (2) The Contractor’s services, including the staff’s role in delivery of the services and evidence-based interventions (training must include coaching); and (3) The specific strengths and needs of each of the Persons receiving services, including health and safety needs specific to each Person, and the specific supports and interventions relative to each Person that the staff is responsible for. (4) Trauma-informed model the program is using. The Contractor must also provide the division with a model and process to train employees, and how that transfers from therapy to the milieu. b. Non-clinical Direct Care Staff - within 60 days The Contractor shall ensure that each Non-clinical Direct Care Staff member is trained on the following topics during the first 60 days of employment and prior to being alone with Persons: (1) Effective approaches in reducing recidivism for justice-involved youth; (2) DCFS Practice Guidelines for lesbian, gay, bisexual, transgender, and questioning (available on the DHS website); (3) Developmentally typical child and adolescent behaviors; (4) Overview of mental health needs related to the Persons and families; (5) Trauma, including adverse childhood experiences and the impact of trauma on behavior and development; (6) Separation, grief, and loss; (7) Implicit and explicit cultural, ethnic, and racial bias; (8) Self-harming behaviors; (9) Suicide prevention in accordance with Utah Code 62A-2-123(5); and (10) Gang education. c. Non-Clinical Direct Care Staff – Within First Year The Contractor shall ensure that each non-clinical Direct Care Staff member completes the DCFS Practice Model training during the first year of employment. d. Existing Non-Clinical Direct Care Staff Staff hired prior to this contract’s effective date shall complete non-clinical Direct Care Staff training prior to working alone with Persons. 2. Training assessment and documentation The Contractor shall: a. Have a process for staff to demonstrate skills training and for the Contractor to provide feedback and coaching. b. Ensure its staff show competency in training topics. c. Maintain documentation for training that includes: (1) Training title; (2) Date training completed; (3) Instructor’s name; (4) Signatures of staff who completed the training; and (5) Curricula used in staff training.
