Specifications include, but are not limited to: 1. Project Initiation. The Awarded Consultant shall, within ten (10) business days from the Effective Date of the Agreement, or within a timeframe proposed in Consultants’ RFP response and agreed to by County, schedule a kick-off meeting with the County’s designated Community Development Department staff (“Project Team”) at a date, time, and format to be agreed upon by both Parties. a. In preparation for, and prior to the kick-off meeting, Consultant shall review related plans, studies, and Code Section 14, Article VII, which can be accessed via the following link: https://library.municode.com/nm/los_alamos_county/codes/code_of_ordinances?nodeId=PTIICOOR_ CH14COPR_ARTVIIAFHO b. As part of the kick-off meeting, the Parties shall, at a minimum: i. Establish a mutually agreed upon Project Schedule to accomplish key tasks with durations for each task conforming substantially to the Consultants’ Proposed Project Plan and Schedule. The Project Plan and Schedule shall include, at a minimum, Consultants’ anticipated need for travel to Los Alamos, due dates for deliverables, and Project milestones. ii. Review the scope of work and identify any Project issues to be addressed in the course of the Project that were not identified in the County’s RFP or in the Consultants’ Proposal. iii. Establish communication protocols, meeting frequency, and meeting format, with meetings occurring either in-person or online in a virtual format. iv. Identify document format and data transfer methods between Consultant and Project Team related to the performance of the Agreement. 2. New Mexico Mortgage Finance Authority Minimum Requirements Review the County’s most recently adopted plans addressing affordable housing, including the 2010 Affordable Housing Plan, 2019 Housing Needs Analysis, 2020 North Mesa Housing Concept Study, and the relevant housing needs sections as described in the 2016 County Comprehensive Plan, the Economic Vitality Strategic Plan, draft MRA plans, and all other relevant adopted documents as identified. Apply the current AHP template and all requirements of the State of New Mexico Affordable Housing Act and the current MFA guidelines for the adoption of such documents; b. Perform research; c. Compile and analyze housing needs data; d. Be available to attend in-person and virtual meetings and actively participate to present and interpret results of data to both internal and external customers; e. Prepare a draft plan for internal review; make edits as required by MFA and Project Manager. f. Though community input is not necessarily needed for the data gathering and analysis of this plan, the Consultant shall Present “final” plan to the County’s governing body in a County-arranged public hearing for approval and adoption as required by MFA. 3. Additional Requirements - In addition to meeting the minimum requirements for AHA compliance, the successful respondent will: a. Provide a community and housing profile across all incomes. b. Analyze housing needs and gaps in existing inventory and services across all income levels. c. Establish housing goals to ensure Los Alamos provides its residents a full range of housing choices and opportunities. d. Provide objectives for future programming, funding, and capacity building. e. Review current Land Discount Policy and provide updated guidance and formula for publicly owned land made available for affordable housing to include low- and moderate-income. f. Make policy recommendations to ensure ongoing affordability for all publicly funded or supported housing projects. g. Recommend roles and responsibilities for implementation. h. Include recommendations for partnerships with the Los Alamos Public Schools to develop affordable housing on District owned land. i. Include alternative recommendations for future programming, funding, or capacity building. j. Provide documents that are easy to read and understand, simple and highly visual in nature and use tables, charts, definitions and graphics to promote ease of understanding. k. Provide a final updated Affordable Housing Plan that is legally sound, defendable, and enforceable.
