Specifications include, but are not limited to: The Contractor shall provide a MINIMUM of the following services in conformance with the terms and conditions of this contract: 1. Collect, remove, treat, store, recycle and dispose of household hazardous waste. 2. For the purpose of implementing above-mentioned tasks, Contractor may be required to first provide an itemized, detailed good faith cost estimate for the proposed work that includes all labor, materials, transportation, and/or disposal that would be provided by or on behalf of the Contractor. The Contractor shall warrant and represent that it has the requisite training and legal authorizations, permits and approvals to efficiently, effectively, and safely transfer and dispose of household hazardous wastes in various quantities of varying degrees of hazard and under varying conditions, in a safe and professional manner. These conditions may include, but may not be limited to, collected material in containers. Contractor shall profile, treat, transport, recycle and dispose of all household hazardous wastes received pursuant to this contract in an environmentally sound manner and in compliance with all applicable local, state, and federal laws and regulations. The methods of treatment and disposal shall be selected from those identified in this solicitation, or as may be specifically authorized in writing by the City in advance, provided that in any event that Contractor shall ensure that all methods of treatment or disposal shall be effective to minimize potential risks to human health or the environment from the household hazardous wastes and is a method authorized under federal, state and local law. The terms of this contract shall also apply to any residue, ash, or other waste generated during the course of performance of this contract. Contractor shall provide all labor, materials, and equipment necessary for the proper handling, loading, transportation, treatment, and storage of household hazardous wastes according to compatibility, packaging and labeling, and in accordance with all applicable Department of Transportation (D.O.T.), Arizona Department of Transportation (A.D.O.T.) and Environmental Protection Agency (E.P.A.) regulations for transportation and disposal at a disposal, treatment, or storage facility that has received all authorizations and permits necessary for the lawful performance of the activity at issue (landfill, waste incinerator, recycling plant, etc.).
