Specifications include, but are not limited to: • Comment and advise upon any projected time schedule of financing as it may relate to KDOT’s IKE Program. • Develop necessary analytical models for the analysis of financing alternatives working with KDOT and all other personnel assigned to work on the program. • Assist as required bond counsel, issuer’s counsel, financial advisor and any other assigned KDOT personnel in the preparation of required documentation for the Bonds. • Assist as required in the preparation of preliminary and final official statements and such other documentation as may be required to authorize, market, and sell the Bonds. • Assist as required in the preparation and presentation of information regarding the program and the issuance of the Bonds to rating agencies. • Assume primary responsibility for all activities necessarily associated with marketing securities issued by KDOT under the IKE program, including the development of a marketing plan for the Bonds. • Participate as required in all necessary informational meetings for prospective investors prior to the issuance of the Bonds under the IKE program. • Supervise as required the formation of any underwriting/syndication group for submission of a proposal to the Secretary of a purchase agreement for the Bonds for resale to investors. • Assist the Secretary, KDOT staff, financial advisor, bond, and issuer’s counsel in such other matters related to KDOT’s financial requirements under the IKE program as may from time to time in the Secretary’s opinion become necessary.
