Specifications include, but are not limited to: CONTRACTOR shall be responsible to assign/utilize experienced/licensed professionals to provide the following services, on an as-needed basis (as determined by the Department), which may include, but may not be limited to: 1. Conducting prompt, thorough, objective, and confidential workplace investigations of Hawaii State Department of Education (Department) employees. 2. The Investigations Section of the Office of Talent Management will be the primary users of the resulting Vendor List. However, complex areas, or their designees, and other offices of the Department may use the resulting Vendor List. CONTRACTOR shall work with the Department to establish the scope of any investigation(s). 3. Utilizing proven and acceptable investigative techniques. 4. Conducting in-person and/or videoconference interviews with complainant(s), witnesses, and individuals against whom complaints are filed, to gather and analyze the facts associated with the complaints. Interviews should take place at the interviewees place of business unless it is determined that a different location is more appropriate. Travel expenses for interviews occurring on the Island where the CONTRACTOR is located shall not be reimbursed. Interviews of Department personnel should take place during normal business hours unless prior Department approval is obtained. 5. Identifying, collecting, analyzing and preserving documentary and physical evidence related to the matters being investigated.
