Specifications include, but are not limited to: Office of Planning and Sustainable Development (OPSD) seeks consulting services for the preparation of an Infrastructure Implementation Master Plan for the East Kapolei area. This area was designated as a State Transit-Oriented Development (TOD) Priority Area in the State Strategic Plan for Transit-Oriented Development Transit-Oriented Development (TOD Council) in 2017. The East Kapolei Infrastructure Implementation Master Plan (Project) will identify public and private infrastructure improvements required to support TOD, including the provision of affordable housing, on State lands and the development of State facilities on lands near the Skyline Rail opili). The Project Area coincides with the TOD Priority Area Boundary as illustrated in Fig. 2-1 from the State Transit-Oriented Development Planning and Implementation Project, Island of Oahu (July 2020); see map on page 6. The Consultant will develop a Project Work Plan to guide project management and involve stakeholders in the Project. The Work Plan should include a detailed description of all tasks, their sequencing, and personnel assigned. It should also include a stakeholder engagement strategy. Such a strategy should likely involve regular project management meetings with a Steering Committee, as well as group meetings and one-on-one meetings or interviews with individual stakeholders who can provide site-specific guidance for the preparation of deliverables associated with this Project. The Consultant will be responsible for periodic reporting to OPSD.
