Specifications include, but are not limited to: 1. Provide, install, and make operational, automated enforcement devices for the duration of the contract. 2. Provide, install, and make operational, the computer hardware and software, and all other electronic equipment necessary to support data capture and retrieval. 3. Provide citation processing services that include, but are not limited to image processing, owner identification, citation and notification preparation and mailing, coordination with Sheriff’s Office personnel, or to the District Court of Bernalillo County, making citation images available on a secure website and tracking and reporting statistical information and data. 4. Create, maintain, and host a secure website that allows officers to review violation photos and choose to issue or not issue a violation citation; the vendor would then process and mail the violations. 5. Create, maintain, and host a website for violators to view and pay their violations. 6. Distribute violation payments processed online to Bernalillo County via periodic ACH payment. 7. Provide a mechanism that allows Bernalillo County staff to accept violation payments in person. i. Preferred mechanism is an API integration between the vendor’s violation database and Can/Am Technologies’ Teller cashiering system in use by the County. 8. Provide ongoing service and support to photo RADAR/LIDAR operations such as equipment maintenance; repair and servicing; repair/replacement of system in case of vandalism; system modifications as needed to ensure accuracy and efficiency without reducing hours of operation; staff training; expert testimony in court as needed; and participation in program communications and strategy evaluation. 9. Training personnel involved with the operation of the program. 10. Work closely with County staff throughout all stages of the project to ensure the needs of the County are met.
