Specifications include, but are not limited to: The Department of Health and Human Services (Department) is seeking marketing and communications services to support a range of Environmental and Occupational Health Program (EOHP) initiatives, as defined in this Request for Proposal (RFP) document. This document provides instructions for submitting proposals, the procedure and criteria by which the awarded Bidder will be selected, and the contractual terms which will govern the relationship between the State of Maine (State) and the awarded Bidder. The Department is dedicated to promoting health, safety, resiliency, and opportunity to all Maine Residents. The Department’s Maine Center for Disease Control and Prevention (Maine CDC) provides leadership, expertise, information, and tools, assuring all Maine residents have the access and opportunity to live healthy lives. Maine CDC’s EOHP was created to protect and enhance public health by providing objective, scientific evaluation of and guidance about risks from environmental exposures that are deleterious to human health. The goal of EOHP is to implement evidence-based activities to prevent harmful exposures to environmental health hazards. In 1981, the Maine Legislature established the Environmental Health Program, later known as the Environmental and Occupational Health Program. EOHP’s remit was established under 22 MRSA Ch. 271 §1691: “The Legislature finds that adequate measures must be taken to ensure that any threats to the health of the people of the State posed by natural phenomena or the introduction of potentially toxic substances into the environment are identified, appropriately considered and responded to by those responsible for protecting the public's health and environment.” EOHP is tasked with five (5) core activities: Develop and monitor (public) health status; Identify health problems; Investigate; Advise State agencies; Inform the public. EOHP’s current communications needs relate directly to core activities 4 and 5. By increasing audience awareness of and engagement with EOHP offerings, these communications products will help Maine individuals and organizations access the information and services they need to make decisions which promote individual and community health, safety, and resilience.
