Specifications include, but are not limited to: The Iowa DOT’s Motor Vehicle Division (MVD) is charged under Iowa law with issuing driver’s licenses and identification cards to the over 3 million State of Iowa residents. As part of the duty of issuing driver’s licenses, the MVD must at times determine a driver’s fitness to drive on the road. The SDB program was developed as a preliminary screening tool to be used to help identify when a driver needs to be referred for medical evaluation by a medical professional or certified driving rehabilitation specialist to determine if a driver (or driver’s license applicant) can safely drive. Currently, the MVD uses a digital screening tool that provides instant screening results that are automatically saved onto the MVD driver’s record. It is used during the re-examination process or incapable appeals. In fiscal year 2023, this totaled 1,988 screenings. The cognitive functional screening tool is made available through touch screen tablets and are assessable to all 100 driver’s license service centers in the State Iowa.
