Specifications include, but are not limited to: TRPA has received funding from California’s Regional Early Action Planning (REAP) Higher Impact Transformative (HIT) Grant Program to conduct transformative housing, equity, and climate work for the region. With the help of a consultant, the Tahoe Regional Planning Agency (TRPA) will conduct an equity and climate assessment and develop proposed updates to TRPA’s Transfer of Development Rights (TDR) and growth management systems. To achieve these objectives, it is envisioned that the agency will develop policy and code recommendations to accelerate affordable and workforce housing production, infill and redevelopment, improve environmental protection, and reduce vehicle miles traveled while building capacity for meaningful community engagement and equitable outcomes. Environmental analysis of the recommended policy and code updates is also part of the project.
