Specifications include, but are not limited to: MS4 monitoring programs are intended to provide data that, when combined with other MS4information, identifies pollutant sources, and assists in determining the effectiveness of the Programin improving water quality. All components listed must be included in the cost proposal and in theservices rendered. This request for proposals is a one-time service.All sampling, reporting and record keeping shall comply with TDEC’s NPDES General Permit forDischarges from Small Municipal Separate Storm Sewer Systems (MS4). Vendors shall supply awritten plan of action which shall at a minimum satisfy the requirements of Section 5 of the MS4permit.The minimum requirements and the specification for the services, as well as certain requests forinformation to be provided by Vendor as part of its proposal, are set forth below.2.00 MINIMUM REQUIREMENTS FOR STORMWATER STREAM MONITORING SERVICESMONITORINGPermittees shall develop and implement a monitoring and assessment program that providesdata and information to identify pollutant sources and aids in determining the effectiveness ofthe stormwater management program. A description of this programmust be included in the Stormwater Management Program. The monitoring and assessment program must be designed to meet the following objectives: a.Assess compliance with this permit;b.Measure the effectiveness of the permittee’s stormwater management program;c. Evaluate stormwater impacts to the receiving waters;d.Identify sources of specific pollutants, including nutrients, pathogens, siltation, or other parameters related to stormwater discharges from the MS4 System: and e.Gather data to inform program decisions and prioritization of future activities related to the protection of water quality and identify corrective actions.
