Specifications include, but are not limited to: 1. Court Examiners shall: a. Be qualified as a Court Examiner. Per ORS 426.110, to be a Court Examiner an individual must be: i. A physician licensed by the Oregon Medical Board who is competent to practice psychiatry as approved by the Oregon Health Authority (OHA) or the Psychiatric Security Review Board by rule; or ii. Certified by OHA or the Psychiatric Security Review Board as a mental health examiner qualified to make examinations for involuntary commitment proceedings. b. Perform civil commitment examinations as an independent contractor, not as an agent of the Clackamas County Behavioral Health Division. c. Complete civil commitment examinations in accordance with ORS 426, during mutually agreed upon time periods. d. Perform services in a manner comparable to other professionals who are in good standing in the same or similar field and community. e. Make a good faith effort to be available when provided twenty-four (24) hours’ notice for coverage of an illness and when provided four (4) weeks’ notice for coverage of scheduled vacations. 2. Court Examiners shall be compensated for services at the following rates: a. $75 per hour for time spent at each hearing. b. $35 for the review of the Person Alleged to be Mentally Ill (PAMI) records prior to participation in a hearing. c. Payment of $150 shall be made if Court Examiner is asked to interview the PAMI at the hospital prior to hearing. d. $35 for late cancellation, less than twenty-four (24) hours’ notice prior to hearing. 3. Court Examiners shall be compensated at the current IRS mileage rate for mileage reimbursement for travel conducted via personal vehicle from home/office to hearing(s) and between hearings.
