Specifications include, but are not limited to: 2.4.1.1 0330 Model Code Working with Agency staff and a Technical Advisory Committee (TAC), the Contractor shall develop the 0330 Model Code (Model Code) and revise it as necessary, until the final code is accepted by the agency, no later than June 30, 2024. Prior to the first TAC meeting, Contractor will gather information on elements to be included in the model codes and implement a survey of cities to identify existing code language that meets requirements. Contractor shall then work through an iterative process with the TAC to finalize a draft for the Agency. Based on the Contractor’s experience and knowledge related to writing development code language for Oregon local governments, Contractor shall ensure that the Model Code: • Is consistent with the direction provided in OAR 660-012-0330; • Is compliant with all applicable Oregon statewide planning goals, administrative rules, and statutes; • Is written in such a way that it may be directly implemented into local government development codes as seamlessly as possible; • Incorporates community feedback and the consensus of direction provided by the TAC and Commission; and • Is formatted to be compatible with the Transportation and Growth Management Code Assistance program’s TGM Model Code for Small Cities.
