Specifications include, but are not limited to: 1. TRAFFIC CONTROLLERS: All traffic controllers must be trained, certified and hold a certificate of successful completion by ATSSA, National Safety Council or other training programs approved by ConnDOT. Written proof of employee training must be submitted with sealed bid. Non-approved certification or non-submittal of certification will automatically disqualify bidder. 2. HOURS OF OPERATION: Normal working hours are 7:00 am to 3:30 pm Monday through Friday. Some programs, projects or emergencies may require longer hours of operation before or after normal working hours including weekends. All contracted traffic controllers will report to work on time as scheduled. Any tardiness will be subtracted from the contracted employees time sheet or card for payment. If tardiness of contractor’s employees continues and becomes a nonperformance issue the contractor will find a replacement employee within 24 hours or be terminated from their contract. Contractor will be responsible for their employees to provide their own meals for breaks and lunch. Lunches are typically on site. Lunch hours will not be paid for. Inclement weather may force cancellation of work at any time on any ongoing project or program. The Town will provide notification of cancellation as reasonably as possible under the conditions as they exist. 3. PERSONAL SAFETY EQUIPMENT: Contractor for Traffic Controllers will provide safety vests, rain gear, and stop / slow paddles. Contractor will supply Hi-Vis gloves and flash lights equipped with wands when warranted. The town will supply and erect advanced warning signage as necessary. 4. TRANSPORTATION: Traffic controllers will provide their own transportation to worksites. Traffic controller’s vehicles will be parked at on or near worksites not to cause an obstruction to the work site or to the safety of the public.
