Specifications include, but are not limited to: The City of San Pablo (“City”) invites qualified firms, partnerships, corporations, associations, persons or professional organizations (collectively, “Respondents”) to respond to this combined Request for Qualification and Request for Proposal (“RFQ/RFP”) to develop a comprehensive Economic Development Strategy (“Plan”) for the City; The City’s goal is to identify and implement proactive programs and policies to advance its economic development efforts in promoting job creation, redevelopment, and economic diversification. The City of San Pablo would like the Economic Development Strategy to achieve the following goals: 1. Job Creation. Expand economic opportunities for the workforce in San Pablo. 2. Redevelopment of Underutilized Sites. Identify underutilized sites in San Pablo that could be developed to meet the growth needs in commercial/retail and/or housing in order to enable new business opportunities and new investments in the community. 3. Increase in Tax Base. Identify additional forms of tax liabilities in order to increase tax base for San Pablo. 4. Revenue Diversification. Identify ways to attract and retain businesses to make revenue streams in the community more diverse. 5. Maintain Quality of Life. Maintain the high quality of life, small town feel and village character of San Pablo, which make it distinctive and enjoyable to its residents.
