Specifications include, but are not limited to: OMD is looking to contract with a design firm to provide a full design of a standard ten (10) lane automated multipurpose machine gun range (MPMG),including but not be limited an automated target system (ATS), four (4) vehicle fighting firing positions, a range control tower, a support building to include a classroom, storage for ammo, weapons breakdown/cleaning space, and dining capabilities, and a covered exterior space with space for bleacher seating (the “Project”). The facilities must designed to meet Industry Standards as well as all local, State, and Federal building codes (including 42 U.S.C. 4154). Facilities must be designed to a minimum life of 50 years and in accordance with DOD’s Unified Facilities Criteria for high Performance and Sustainable Building Requirements (UFC 1-200-02), Army National Guard Facilities Allowance (NG PAM 415-12, and energy efficiencies, building envelope and integrated building systems performance must be designed to conform to Installations, Energy and Environment (IE&E) Sustainable Design and Development Policy (updated in 2017). OMD is committed to sustainability in support of the Army Net Zero goals and objectives, and the Army Sustainable Design and Development (SDD) policy must be incorporated into this Project. The objective of the SDD policy is to provide productive, safe, and healthy facilities and installations that enhance mission effectiveness, reduce the Army’s environmental footprint, and achieve levels of energy independence that enhance continuity of mission-essential operations. The Project team shall plan and design the Project to achieve the highest performing sustainable design within the Project budget. The Project design shall strive to reduce overall energy use, maximize efficiency, implement energy recovery and cogeneration opportunities, and offset the remaining demand with the production of renewable energy from onsite sources and energy storage. To this end, the Project must comply with Executive Order 14057 of December 8, 2021, “Catalyzing Clean Energy Industries and Jobs Through Federal Sustainability”. In addition, the Project design must strive to reduce overall water use, regardless of the source, and increase use of technology that uses water more efficiently. The Project must comply with the American with Disabilities Act providing access for individuals with disabilities and include Antiterrorism measures in accordance with the DoD Minimum Antiterrorism for building standards.
