Specifications include, but are not limited to: Task 1: Detailed Project Work Plan, Budget and Schedule – Deliverables anticipated include: • Detailed Project Work Plan, Budget and Schedule • Conceptual Plans (35% complete) o Including alternatives analysis identifying options for cost savings and minimization of environmental impacts. • Preliminary Plans (60% complete) o AS part of FRA NEPA process, provide Environmental Project Description including: ▪ Site Access ▪ Project Staging ▪ Ground Disturbance ▪ Clearing/Vegetation Removal ▪ Property Acquisition ▪ Sufficiency of existing Railroad ROW to serve project needs o Cost Estimate and associated project Schedule • Project Agreement (City/FRA Agreement) Task 2: Design and Permitting – Deliverables are anticipated to Include: • Check Plans (90% complete) • Final Plans and Special Provisions (as applicable) • 404 Permit from U.S. Army Corps of Engineers • Water Quality Permit from IDNR • Floodplain Permit from City of Davenport • Ongoing weekly coordination and update meetings • Quarterly progress and financial reports • Invoicing Schedule of eligible expenses • Invoice and deliverable reviews
