Specifications include, but are not limited to: write a narrative context for the smoked fish industry in the United States from the nineteenth century to the mid-twentieth century, including identification of production facility building and property types, as defined in this Request for Proposal (RFP) document. This document provides instructions for submitting proposals, the procedure and criteria by which the awarded Bidder will be selected, and the contractual terms which will govern the relationship between the State of Maine (State) and the awarded Bidder. The Department (which acts as the State Historic Preservation Office) oversees the nomination of historic properties to the National Register of Historic Places at the state, local and national level. In order to evaluate the historic significance of the last remaining historic herring smoking facility in Lubec, the Department seeks a researcher to develop a narrative, national context of the industry from the nineteenth-century through the mid-twentieth century.
