Specifications include, but are not limited to: 1. The Honolulu Police Department is seeking Class A and Solo Bike Officer uniforms that is best suited for Hawaii's tropical climate while maintaining durability and displaying a professional appearance. The uniforms shall consist of long and short sleeve shirts and long pants. With the exception of sleeve length and cuff style, both the short and long sleeve shirts shall maintain the same style, composition and specifications. 2. Male and Female uniforms shall meet the same specifications and women’s uniform shall be cut from a women’s pattern. 3. In the event any loss or irreparable damage of any patch that is given to the Contractor for attachment or for any completed uniforms returned for additional fixing which is attributed to the negligence of the Contractor, such loss or damage shall be reconciled by the Contractor to the satisfaction of the authorized City representatives. 4. The Contractor shall provide and attach to each uniform: a. HPD letter insignia on both sides of collar; b. service star(s), in the number requested; c. embroidered name tag. 5. The Contractor shall attach the following patches: a. 6 in. x 11 in. POLICE patch for the back; b. HPD shoulder patch; c. chevron-style (3 bars) or P0-9 style (2 bars) on both sleeves and pair of tunnel loops on shoulder. 6. Patches, Chevrons, and other attachments shall be provided and furnished by HPD. 7. Include one (1) adjustment for sleeves, shirt length and one (1) adjustment for pants. 8. The Contractor shall consider the costs for obtaining any manufacturer’s specifications, sufficient amounts of any exact samples of the unspecified uniforms or patches being offered and verification material needed by City personnel to conduct a thorough evaluation of said unspecified brand. As per the instructions in the Minimum Specifications below, the Contractor will be required to submit a minimum amount of the unspecified brand and/or patches, as specified by City personnel and/or unless otherwise instructed to allow City representatives to conduct extensive evaluation and/or performance tests. The City shall not be responsible for the final condition of any item returned or for any costs that result from thorough testing and evaluation of said product that is made under actual usage conditions. 9. In the event a tested and approved item that is awarded under this contract is later found to be questionable in quality, the City has the right to request additional samples of the items to assure compliance during the contract period, as needed. 10. The Contractor shall bear the cost of any communication between the City and the Contractor, including shipping charges related to providing and returning samples, the placement of orders, all final handling/shipping costs, the return of any defective and/or rejected items and the administration of the contract as specified herein below. B. ALTERATION SPECIFICATIONS 1. ALTERATION SERVICES Alteration services shall be provided on the island of Oahu, in a central location preferably within the Pearl City to Central Honolulu area (Zip code locations: 96782, 96701, 96826, 96822, 96819, 96818, 96817, 96816, 96814, and 96813). The alteration services shall, at a minimum, be available during the business hours of Monday through Friday, 8:00 a.m. to 4:00 p.m., excluding City & County of Honolulu holidays. 2. ALTERATION EMPLOYEES There shall be a female employee available during all stated business hours to assist female police officers. HPD reserves the right to request a change in employees if HPD determines that there is unsafe, unhealthy or malicious intent by those employees, or if there is unprofessional or unqualified performance. 3. The Contractor shall provide individual fitting and alterations for each uniform. Alterations shall be at minimum: a. Shirt sleeve length adjustment b. Shirt torso - alteration shall ensure that shirt tucks neatly and smoothly into pants without bunching or gathering and produces a neat appearance. c. Waistband adjustment d. Pant length adjustment e. Adjust neck opening as needed for proper fit f. Take in sleeve opening g. Provide other common tailoring accommodations to achieve a proper fit.
