Specifications include, but are not limited to: The State of Oregon, acting by and through the Oregon Watershed Enhancement Board, (“Agency”), is issuing this Request for Proposal under the provisions of ORS 279B.060 for Land Acquisition Portfolio Monitoring. The Agency has offered land acquisition grants since 2000. The Agency obtains perpetual conservation easements on properties that the Agency’s grantees purchase in fee simple with grant funds, and third-party rights to enforce conservation easements that the Agency’s grantees purchase with grant funds. The Agency periodically monitors its conservation easement interests, for the purpose of ensuring landowner compliance with the easements and assessing whether land acquisition projects are effectively meeting the goals and objectives described in the grant applications and associated grant documents. The Agency’s land acquisition projects are statewide and encompass varying geographies and ecosystem types. The overarching monitoring effort involves three (3) distinct Requests for Proposals (RFPs), each pertaining to a specific geography that are concurrently being offered by the Agency. The Agency expects that the three (3) RFPs collectively will result in a complete set of experts to work with Agency project manager, as described below, to complete the full monitoring effort across all geographies. This project will cover three (3) successive field seasons, spanning Spring of 2024 to Fall of 2026. Through this RFP, and the others targeting additional geographic regions, the Agency is seeking to assemble a group of qualified experts with strong and varying geographical and ecosystem expertise to monitor the Agency’s Land Acquisition portfolio. The Agency reserves the right to award contracts to successful Proposers for one or more, but not necessarily all, of the geographical areas and ecosystems proposed. The Agency reserves the right to require successful Proposers to work together on tasks.
