Specifications include, but are not limited to: The City of Sierra Vista, Arizona (CoSV) requests statements of qualifications from qualified airport planning consulting firms for planning functions associated with several anticipated construction projects at the Sierra Vista Municipal Airport. Responses will be used to short-list firms who will then be invited to enter negotiations/respond to a formal Request for Proposal. The City is seeking to award a three (3) year contract with two (2) annual renewal options to the highest ranked firm. Contract shall not exceed 5 years. The CoSV desires to secure the professional services of a qualified airport planning consulting firm for the planning services for potential projects at “FHU” airport. The following list of potential projects is illustrative only and will depend on available funding. It is further noted that a master planning effort for FHU is currently underway, and the exact scope of listed projects is expected to be refined during the master planning process. Future potential projects may include: 1) Environmental assessment of taxiway, runway, and apron extension projects ($100,000- $400,000 per project) 2) Environmental assessment of pavement repair and rehabilitation projects ($7,000-$20,000 per project) 3) Planning efforts for airport expansion to the north to include environmental assessments as needed (likely phased, approximately $500,000-$1,000,000 per phase) 4) Wildlife hazard elimination studies ($500,000) Service requirements may also include: o Airport data collection and facility inventories. o Aeronautical activity forecasts and demand/capacity analyses. o Facility requirements determination. o Airport noise studies under 14 CFR Parts 150 and 161. o Airport development schedules and cost estimates o Airport financial planning and benefit cost analysis. 9/30/2014 AC 150/5100-14E 1-2
