Specifications include, but are not limited to: a. Study existing governance and funding structure to identify benefits and drawbacks. b. Review existing former study and Library District IGA structure with emphasis on noting shortcomings and positive revision potential. c. Make recommendations for an improved approach and methodology to meet community library needs most effectively. d. Provide potential solutions for improving structural design of Library IGA e. Assist staff in the development and review of contracts (both County and Municipal) detailing the revised distribution of funds f. Provide presentations to the District Library Board, civic groups, and government officials on project progress as needed. Communicate brief description of project and date of completion g. Prepare a comprehensive project budget involving implementation of new models. h. Prepare final report detailing findings and recommendations. i. Provide project management involving the redesign of the current IGA with input from City & County libraries including coordination and meeting summaries j. Serve as a contact with elected officials both City & County
