Specifications include, but are not limited to: Coconino County is seeking Statements of Qualifications (SOQs) for Construction Manager at Risk (“CMAR”) services for completing the County’s Annual Pavement Preservation Program within Coconino County, Arizona. The County intends to secure CMAR services for its Pavement Preservation Program for program years 2024-2029 (five construction seasons). The preliminary program budget is estimated at approximately between $3-$5 million per year. The County’s Pavement Preservation Plan is shown in Appendix C. This plan should be considered preliminary given that annually the County and the CMAR will determine the exact set of pavement preservation projects utilizing data inputs from the County’s Lucity pavement preservation model, roadway maintenance staff, and engineering judgment. The County has committed to its taxpayers to perform a substantial level of pavement preservation annually. The County is currently resurveying the County’s paved roads to update the pavement condition index and revise the Lucity pavement preservation model. Once that project is completed a more current pavement preservation plan will be developed. The County intends to award one contract to the highest qualified firm after all proposals are evaluated and negotiations completed.
