Specifications include, but are not limited to: Enter into a mitigation option agreement for the development of a Stream and Wetland Mitigation Bank (Mitigation Bank) on County-owned property (Property), having Parcel ID C19-0051-0000-0000, located in the Gas Valley Sports Complex and Playground on Gas Valley. The successful Sponsor will meet following criteria: - Restore approximately, but no less than, 3,130 linear feet of stream channel and 2+ acres of wetland and associated buffers that are classified as Waters of the United States on the Property. - Obtain Mitigation Bank option agreements with adjacent landowners to restore a total of no less than one mile (5,280 linear feet) of stream channel. - Sponsor will make certain improvements to the Property as agreed upon by the County. - Restoration techniques will be consistent with the methods and techniques required by the United States Army Corps of Engineers Pittsburgh District and the West Virginia Inter Court Review Team to comply with Federal Regulation 33 CFR 332. - A detailed set of construction plans and approved permits will be provided to the landowner for review prior to the construction of the Mitigation Bank. - Acceptance of the terms of the County’s general contract for the Project. - Statement of compensation to the County for the use and control of the Property during the contract period. The Mitigation Bank will improve the portion of South Fork Tomlinson Run stream channel and its adjacent riparian areas that spans the Property for purpose of providing certain compensatory mitigation credits established under the United States Army Corp of Engineers and United States Environmental Protection Court regulations at 33 CFR 320 and 40 CFR Part 230, respectively.
