Specifications include, but are not limited to: The Oregon Business Development Department (“Business Oregon” or “Department”) is seeking the consulting services of professional writers in order to develop a Qualified Vendor List (“QVL” or “List”) of contractors to draw from for future contract assignments. Business Oregon reserves the right to re-open this request for qualifications at any time to augment the QVL; and any such re-openings will be published in the same manner as this solicitation. All firms or individuals submitting proposals in response to this Request for Qualifications (“RFQ”) are referred to as “Proposers” in this document; after negotiations, the awarded Proposer will be designated as “Contractor.” Proposals will be evaluated according to the scoring criteria in section 12 of this solicitation. The selected Proposers will be invited to enter into an Agreement for Services (AFS; see Attachment B), and at that point will be considered to be a Contractor. Projects will be assigned and described in Work Order Contracts (WOCs; incorporating all terms and conditions of the AFS example of WOC is in Attachment B). The projects will be assigned as needed by Department, and there is no guarantee that any specific amount of work or overall dollar amounts will be assigned through the duration of the Agreement term. The WOC payment is anticipated to be based on either an hourly billing rate or a flat rate per writing assignment method but Department reserves the right to negotiate or amend the method of payment for each WOC. Business Oregon intends to establish Agreements for Services contracts for a five-year duration, and reserves the right to amend any of them for additional time as allowed by law if agreed upon by both parties. Business Oregon will determine, in its sole discretion, the work assignment allocation process, and projects will be assigned with individual Work Assignment Contracts on an as-needed basis. Projects arise at different times, and there is no guarantee of any specific level of work. Open to all professional writers. Projects may include (200-1500 word) articles, sidebars, interviews or social media content highlighting creative businesses, artists, projects or grant recipients. Research and travel may be included. Most pieces will require magazine-style, narrative voice. Projects will be intended for both print and on-line uses.
