Specifications include, but are not limited to: Deliverable 1: Completion of final site design plan acceptable to NHDES. Tasks: Coordinate with LSPA and Twin Lake Villa to perform site surveying and plan development. Complete final plan for the installation of BMPs that takes into consideration the capability of working crew and available equipment. Include species, locations, and number of native plants needed in the final design suitable for site conditions and for bank stabilization. Planting details must be descriptive enough for ordering and implementation purposes. Deliverable 2: Approved wetland/shoreland permit(s). Tasks: Coordinate with a NH certified wetland scientist to perform wetland surveys for the proposed floodplain and bank stabilization BMP areas. Participate in NHDES pre-permit meetings as needed to discuss proposed project design. Draft permit application per NHDES Wetlands Bureau recommendations for LSPA to submit (permit fees to be covered by LSPA). Provide any necessary information as requested by NHDES to ensure the permit is approved in a timely manner. Deliverable 3: Completion of Site-Specific Project Plan (SSPP) and Pollutants Controlled Report (PCR) Tasks: Work with LSPA to develop an acceptable SSPP under the NHDES S319 Grant Project Management generic Quality Assurance Project Plan that will cover the models to be used to estimate the pollutant load reductions attributable to the implemented BMPs. The SSPP must be completed prior to the construction phase. Complete a PCR using the EPA Pollutant Load Estimation Tool that includes every implemented BMP within one month after the construction phase. Deliverable 4: Successful implementation of project BMPs. Tasks: Following the approved NHDES final design plan, provide oversight to Twin Lake Villa during the BMP construction phase that includes being onsite during critical phases of the project. Assist LSPA and Twin Lake Villa with finding sources for materials and supplies as needed prior to the implementation phase. Deliverable 5: Completion of Operation and Management (O&M) Plan. Tasks: Working in cooperation with LSPA and Twin Lake Villa, complete an O&M plan that includes the type and frequency of maintenance required and lists who will be responsible for the long-term operation of the BMPs.
