Specifications include, but are not limited to: The County of San Mateo Human Services Agency (HSA) seeks responses from qualified Contractors to provide inclement weather homeless shelter services, to ensure Countywide access to homeless shelter services during significant weather conditions. The contract developed under this RFP is expected to cover inclement weather homeless shelter services during the months of November through April. Services include shelter operations and shelter facility health, safety, and disability accommodations; food services; as-needed service linkage; performance measurement; and additional related services as requested by the County. Inclement weather shelter provides short, time limited shelter during inclement winter weather to people who are experiencing unsheltered homelessness. Services will be provided and accessible to residents county-wide. HSA intends to award a one-year contract to one proposer that can provide inclement weather homeless shelter services beginning around November 15, 2023, or upon execution of contract. The County will have the option to extend the contract for additional years. The County does not guarantee any minimum utilization or expenditures with any Contractor during the proposed period. The County may make additional/future awards for inclement weather homeless shelter services (services listed in this RFP) on an as-needed basis and if funding is available. Proposers scoring above 75% on the criteria will be eligible for future awards. Any additional awards made will adhere to the terms set forth in this RFP.
