Specifications include, but are not limited to: The state is seeking to continue to use DOHMPI proprietary components for data linkage and deduplication services. The existing contract with MDSC is expiring in June 2023. This contract will allow DHHS to continue to use DOHMPI proprietary components for data linkage and deduplication services. The core software components of DOHMPI include the Axon™ Matcher that provides configurable record linking, and the External Messaging Tool that provides messaging for ETL processes for source and consumer systems. Both Axon and the External Messaging Tool are licensed software products of Multidimensional Software Creations (MDSC), a software development and consulting company based in Logan, UT. The Department of Health & Human Services Master Person Index (DOHMPI) provides real-time identity resolution and record linkage across many heterogeneous and administratively independent DHHS data systems. DOHMPI functionality includes: 1. Extract, Transform, and Load (ETL) - standardizing & prepping the datasets before onboarding 2. Real-time Identity Resolution and Record Linkage 3. Linkage Notifications to consumers 4. Person-Linked Data Warehousing 5. Application Programming Interface (API) DOHMPI has onboarded 16 data sources and contains 11,436,217 unique identities.
