Specifications include, but are not limited to: The Contractor must have sufficient personnel and management staff with the necessary skill and judgment to perform all the duties and responsibilities normally associated with the inspection function of prospective units and units currently under contract for a housing assistance program. All inspections shall be completed in accordance with the federal Housing Quality Standards (HQS), the Lead Safe Housing Rule and standards acceptable to MDHA. The Contractor shall perform all services as described below: 1.2.1 Initial Inspections 1.2.1.1 The Contractor shall make contact by telephone or email with landlords or their designee within 48 hours (about two days) of receipt of an inspection request from MDHA to schedule initial inspection. If the Contractor is unable to contact the landlord after two documented unsuccessful attempts, the Contractor must contact MDHA. 1.2.1.2 The Contractor shall complete the first attempt to complete each initial inspection within two (2) business days of receipt of scheduling information from MDHA (excluding MDHA observed holidays). Exhibit 1- MDHA 2023 Holiday Schedule 1.2.1.3 The initial inspections and associated re-inspections must be scheduled by speaking to the owner or his/her designee. No inspection or re-inspection may be scheduled by leaving messages on voicemail. No inspections or re-inspections shall be scheduled with the tenant. 1.2.1.4 MDHA shall not be billed for those inspections that receive an inconclusive rating. The Contractor shall also provide MDHA with a monthly report identifying those inspections attempted and completed; the report shall be in the format requested by MDHA.
