Specifications include, but are not limited to: Multnomah County Library is seeking consulting services for a future staffing plan that reflects staffing and service models that are sustainable and aligned with the future space and service needs. 1. Conduct research and prepare a summary of findings on the current state of MCL staffing and work done to date to plan for future staffing needs informed by: a. engagement with MCL management and represented staff; b. engagement and consultation with MCL equity staff; c. review of source material from MCL project leads. d. review of other initiatives that have dependencies or may affect staffing. 2. An analysis of MCL’s current staffing and service structures that includes recommendations for areas of improvement, change or modification to achieve future staffing and service states. Specifically this analysis and recommendations will address: a. decision making roles, scope and authority for service delivery; b. work flows, processes and procedures; c. structure of cross-functional teams, including team scope, function and roles; and d. as necessary, engagement with key stakeholders to recommend updates to clarify scope, role and responsibilities of MCL staff. 3. Serve as a lead in the co-creation of an implementation plan for modifying services, structures and staffing to meet future staffing needs including: a. future service level definition; b. plan for achieving future staffing state; and c. change management strategies to support implementation effort.
