Specifications include, but are not limited to: The Municipality of Anchorage (MOA), Planning Department is soliciting proposals from one or more qualified consultants to provide professional consultant services for the following projects that comprise a Right-of-Way (ROW) Management Strategy: • Project A: ROW Snow and Ice Management Strategy • Project B: Parking Management Strategy The professional services for Projects A and B will, develop a coordinated Right-ofWay (ROW) Management Strategy for Anchorage’s streets and pedestrian ways, fully developed for adoption by the Anchorage Assembly. The goal of the ROW Management Strategy is to provide recommendations to achieve safe, reliable, and equitable access for all users of the transportation system. This includes pedestrian, transit, and bicycle access, in context of the growing need for year-round pedestrian and bicycle facilities. The ROW Management Strategy includes six policy objectives: • Establish Level of Service Standards and Public Expectations • Improve Snow and Ice Management Strategies • Improve Parking Management in Public Street Space • Coordinate ROW Management Responsibilities • Establish an Implementation Program • Recommend ROW Design Strategies
