Specifications include, but are not limited to: The City of Portland is seeking proposals from qualified firms or contractors who have demonstrated experience in providing recycling, composting and garbage hauling services. The customers for these contracts include: i. Portland Parks and Recreation (PPR), ii. Office of Management and Finance (OMF), iii. Portland Water Bureau (PWB), iv. Portland Bureau of Transportation (PBOT), v. Bureau of Environmental Services (BES), and vi. Portland Fire and Rescue (PFR). a) Service Requirements, Permits and Licenses The Contractor shall provide all labor, equipment, apparatus, appliances, tools, transportation and permits as required for recycling, composting and garbage hauling services contracted by this procurement and adjust to meet future needs. Contractor will procure all licenses, pay all charges and fees, and give all notices necessary and incidental to the lawful fulfillment of the services to be provided. Contractor must have a City of Portland Commercial Solid Waste Collection Permit, in addition to adherence to federal, state and regional regulations on solid waste management and transportation safety. b) Recycling and Composting The City of Portland is a national leader in waste reduction and recycling through programed service offerings and policies aimed at waste reduction and recycling. This contract places a high value of providing the opportunity to recycle and compost and promotion of these opportunities to all City staff. To accomplish this, a selected contractor will be expected to provide monthly reports detailing weights of materials collected in drop boxes. The contractor will also be required to provide a responsive and effective customer service via phone, text and email and technical assistance to provide guidance on recycling and composting and make service adjustments to ensure that containers do not overflow. c) Services Provided The following material collection services are required to be offered to all bureaus represented in this contract.
