Specifications include, but are not limited to: The Consultant shall provide on-call Statewide Environmental Services for any number of the activities listed under Scope of Services. When a need is identified, the NMDOT will issue to the Consultant a written project assignment detailing the services required. Upon receiving the NMDOT's request for services, the Consultant shall promptly provide the NMDOT with an estimate of man-hours required to do the work. Each project will be negotiated on a project–by-project basis. General Task 1: Natural and Cultural Resource Inventories The consultant shall provide natural and cultural resource inventory services and other tasks as assigned to the Environmental Bureau of the New Mexico Department of Transportation (NMDOT or Department). Inventory field methodology and reporting shall be in compliance with NMDOT and FHWA standards and all other applicable federal and state agency standards. The Consultant shall perform all necessary resource studies and prepare resource reports for assigned projects. Studies will consist primarily of natural resource surveys including bird, bat, mammal, and other plant and animal species inventories; identification of land uses; wetlands identification and delineation; documentation in support of USACE 404 permitting and EPA 401 certifications; cultural resource surveys and documentation of archeological sites, historic buildings, acequias, and cultural landscapes. Testing and data recovery of sites will also be included in the scope of services. Other tasks that may be assigned include attending meetings such as pre-construction conferences, preliminary field reviews, field design inspections, and preparing and conducting public information meetings/hearings. General Task 2: NEPA Documentation The consultant shall complete NEPA documentation (mostly Categorical Exclusions (CE) with possible EA level reporting), as assigned by the NMDOT Environmental Bureau. NEPA documentation shall comply with all standards developed by NMDOT and FHWA and all other federal and state agency standards that are applicable for any specific project. General Task 3: Quality Control & Permitting Fees The consultant shall ensure that all inventories are conducted by qualified individuals that meet permitting or qualification standards developed by the NMDOT, FHWA, and all other applicable federal and state and tribal agencies. The consultant shall ensure that all documentation submitted meets the aforementioned standards and has been quality checked prior to submittal to NMDOT. In cases where external agency permitting fees are required (i.e., Navajo EPA 401 Certification fees and Navajo Fish and Wildlife Natural Heritage data request fees), the Consultant shall be responsible for payment of such fees.
