Specifications include, but are not limited to: The Department of Health and Human Services (Department) is seeking Coordination Services for the Recovery Coaching Services (RCS) that serves Recoverees and Affected Others as defined in this Request for Proposal (RFP) document. This document provides instructions for submitting proposals, the procedure and criteria by which the awarded Bidder will be selected, and the contractual terms which will govern the relationship between the State of Maine (State) and the awarded Bidder. The Department is dedicated to promoting health, safety, resiliency, and opportunity to all Maine Residents. The Department’s Office of Behavioral Health (OBH) is the State’s administrative authority responsible for the planning, development, implementation, regulation, and evaluation of substance abuse and mental health services. The mission of OBH is to ensure all Maine residents with mental health, substance use, and co-occurring disorders are not just managing symptoms but living lives of dignity, hope, and meaning as independently as possible. RCS seeks to increase the impact and likelihood of success for Recovery with specific attention for those individuals who may be most vulnerable to problematic substance use. The Coordination Services resulting from this RFP shall expand, enhance, and direct the work of the RCS and the volunteer and paid Recovery Coaches of RCS’ in Aroostook, Franklin, Hancock, Kennebec, Knox, Penobscot, Piscataquis, Somerset, Waldo, and Washington counties by providing Recovery-related training programs to individuals who provide RCS to Recoverees and coordinating access for Recoverees and supervision to RCSs.
