Specifications include, but are not limited to: Facility Standards/ Requirements Maintain a Maine Recovery Hub (Hub) office location(s) capable of ensuring Coordination Services are available Statewide. Operate Monday through Friday, 8:00 a.m. to 5:00 p.m. (local time), except during State holidays and administrative closings. Develop and maintain Memorandum of Understandings with each Department-funded RSC. Hub Advisory Board Create and maintain the Hub’s Advisory Board ensuring a majority of its members identifying as being in Recovery and/or having Lived Experience. Ensure the Advisory Board: Develops the support, training, and technical assistance to guide Coordination Services among Department funded RSCs; Assists in the development of RSCs in collaboration with the Department; Identifies best practice standards for RSC based on the guidance and experience of Advisory Board members; Meets at least quarterly in-person, via video conferencing, and/or by other virtual means; Coordinates with RSCs to develop and deliver effective prevention and education programming in schools and communities; Maintains a directory of RSC providers in partnership with 2-1-1 Maine to include Recovery Support Services (RSS) that are publicly available, to be updated and/or verified quarterly; Expands, enhances, and improves, the work of volunteer Recovery Coaches at RSCs through training and technical assistance provided directly to RSCs; Supports RSC in the development and implementation of volunteer recruitment strategies, volunteer management and supervision strategies, and continued quality improvement strategies for effective volunteer integration into the RSC operations; Supports the training and certification process for Recovery Coaches, using a curriculum and database/platform endorsed by the Department; Supports, in partnership with the Department, the alignment of the Recovery Coach certification process with other State behavioral health certifications (CIPSS, MHRT1, MHRT/C); Provides technical assistance to support the development of a database to track and record the registration and status (currently certified in good standing) of Recovery Coaches; and Coordinates linkages between the Department funded RSCs. Coordination Services to be Provided to RSCs Provide Coordination Services, training, and technical assistance to RSCs by supporting the use of: Best practices; Recovery Coaching; Volunteer recruitment and retention; Marketing; Capacity building; Reducing stigma; and Data collection, reporting, and analysis. Create and maintain a best practices RSC policy and procedure manual, to be approved by the Department, with input from the Advisory Board to guide RSC operations, which shall: Be submitted to the Department for approval within ninety (90) days of the contract start date; Include a process to ensure Participants are appropriate to attend RSCs; and Be updated, reviewed, and approved by the Department, at minimum, annually.
